Harry got stuffed into a special bird suit by the imp he had previously had a night of fun with. It seems they've decided to have their own fun now, because Harry is well and truly stuck inside. Even if he could find whatever zipper the suit might have, there's no way his big puffy wings would be able to operate it. Worse still, subtle hypnotic messaging forces him to obey all orders from anyone else, and to regularly chirp birdsong.
The diaper is just for show, a second self-cleaning one is built into the suit itself. This built-in diaper also serves the purpose of keeping everything null and family friendly.
