I think this might well be the first time seeing tickle art with Gandalf as the focus, though perhaps even an immortal Maiar might enjoy some relaxation and laughter and allowing a hobbit friend to have some fun.
With the toughness of hobbit feet allowing them to go barefoot everywhere, I imagine Bilbo might find it quite entertaining how ticklish the soft footed folk can be, though I imagine hobbits might still themselves be quite ticklish.
