It may seem obvious that the internet has billions of resources and I'm not trying to be sassy, but the amount of times people say they have no references is surprising. A reference does not mean a drawn reference sheet. It just means a picture to give me some guidance of what you see in your head. Google is pretty good at getting you something based on a vague reference. Type in "Big hair" and search until you've narrowed down an image that is at least similar to what's in your head. The image does not have to be exact, and you can even pick multiple options for one part of the character and see if the artist can kind of blend them
together. Artists need visual aid unless you are ok with 100% artistic freedom, but then you have to accept what they come up with.

Colors are also an important part of references. Unfortunately, colors are the one thing that you need to be very specific on unless you aren't picky. Light blue to me may be completely different to you. I like pastel shades, but maybe you are thinking something more vibrant. You don't even need to have an art program for this.

You can either send a screenshot of the colors, but most artists would prefer a hexcode for this as it's more accurate. You will see a place where the hexcode is listed. It is a series of numbers and letters, sometimes preceded by a #
In the end, you have final say in the colors, but artists can certainly help you if you are having trouble! They can make suggestions and guide you to colors that look better together. You don't need to really understand hue/saturation/value etc. - even just picking some general colors and allowing the artist to adjust as needed will help.
