Poor Leon looks like he's still rather anxious about getting tickled, so I suppose the hogtieing is just to ensure he doesn't end up hurting himself if he thrashes around too much and the gag just to muffle any sounds of distress. Slade has purely altruistic purposes in wanting to tickle the otter to show that it's something that can be enjoyable and fun since he'd never dream of subjecting an innocent otter to horrific torment.
