It's actually a big steel ball while has water flowing down over it from a small fountain on top.

Though I only know this because I've seen them many times before in Sheffield. It's easy to mistake for glass in pictures. ^^

I think it's one of those security cameras filming through a one-way mirrored ball. They're just going to sell the footage on the internet. He's just too cute!
