Recon is the founder and CEO of Advance Sporting Goods and has them all over the nation. He is one of the captains in the local militia of the Bottleneck district. Charismatic and full of spirit, Recon can raise the moral easier and recruit more than any other captain.

Possessing roughly the same ability as Twin Six, manipulation of materials so it can be the hardest to the harmless, his weapon of choice are mainly sports themed, such as a hockey stick, a baseball bat, or a golf club. The difference that stands him out though is his hats; it grants him the ability to transport anywhere as long the hat has been there or it represents a specific city. It can also be used as an offensive tactic as any short distance transport will otherwise be turned into a dangerous swift attack.
