This is Yaj'mei, who is a member of a race of avian-like creatures I call the Ru'mar. Like Blue, she has spirit-based powers and can do a lot of things most others in the fic-verse just aren't capable of.

The way she is introduced is that she is part of an invading force that attempts to take over the galaxy. Her race is allied with the Arkonians (who control an empire of five galaxies) as they try to take over, though they fail for a number of reasons. Thanks to Blue and Draconius, Yaj'mei has a change of heart.
