Well I look up certain things for refences. Like her coat I seen on a model and built off that. then I search the way they dressed and notice baggy pants and engineer boots ( I LOVE BOOTS!) and goggles was a must. the next thing was what to do with a rackeet. Being steampunk I ran into by accedent a steampower nerf gun. the ship was pure imagination. and the clock was ref from big ben in London but revamped into another style. But Google images help alot!
