Did some preliminary research. Turns out three-year-olds can learn to snorkel. Very competently, in fact.
So here's the scenario, based on at least one RL anecdote: Border collies are wicked smart. Cassidy must've been watching her big sis snorkel more than once. 'Cause one day, he tried it himself. Didn't even ask to be taught. He just sorta saw the snorkel, put it on the right way first time, hopped in the family pool, and off he went without thinking anything about it.
He'd stay like this forever if his parents let 'im. ^^
