Yeah, I drew him much older here than in his other two appearances... Well you have got to learn to draw a character in normal form before ya TF them, right? Well, that's my policy anyways...
I'm not sure if FF's markings really are semi-luminescent or not, but it looks cool here I think, he's got this sort of... Mystical... Magical... Phantasmagorical... Thing going on. Anatomy's sort of wonky here too, I left the head count lines in, supposedly to help me proportion things right...
Oh, and I also drew him in his feral form... Sort of fun.

Wow! He's very well done in both forms; very nice job of presenting his personality through his design!
To answer your question, the blue markings can sort of be like a glow-in-the-dark type of thing. They don't really glow all of the time, but during special occassions such as a regression they would likely illuminate.
It looks like he's doing something such as casting a sort of spell to the left there, so the illumination is necessary.
That said, I think I like your work on his feral form slightly better here.
The one on the right is VERY well done.
I'm sorry; I'm doing a REALLY terrible job of introducing this character. I quickly need to produce some type of reference sheet describing everything; I'm already working out a life story for him whose brainstorming is going rather well.

Huh, this is somewhat different then I was expecting the character, but it does help make it clear to viewers that this character is separate to Boltro's other fursonas, and to a most impressive effect. For instance, I like the fact you took the fox's basic leanness and gave Fiction's anthro form a sense of gangliness, but not the point of "Skeleton Fox", but someone who looks quick and light on his feet. The lock of fur hanging from his forehead is also a nice aesthetic choice that adds to a sort of "weary wanderer" sort of vibe to the whole image.
The addition of blue coloring to detail the fur and add in the more mystical aspects of the character , in both anthro and feral forms (the feral form especially, as it reminds me of Coyote from mythology just a little bit...and both foxes and coyotes have been depicted as the wily and clever bunch of the animal world...cept for Wile E. Coyote, but I digress >.>) But really, the choice of this particular shade of blue adds the right ethereal slant to the images and leaves me just curious enough to see what sort power lies in either fox (I know they're the same character, but perhaps things are different in each form, but that's me once more, reading into things rather deeply >.>; )
