Yep. That orange stuff around it is a bacterial mat, a specialized type of bacteria that lives in very hot temperatures,,,though not as hot as the center of the pool. An interesting thing about it is that if the temperature in that area drops of rises by as little as 10 degrees, the bacteria will die.
Hmm...probably wouldn't do a whole lot. These little guys are incredibly resilient. During the winter when the temperatures out of the pool are tremendously cold, the ring around the pool shrinks in closer to the center to keep warm. When the weather get hotter, the ring moves outward. The bacteria can reproduce pretty quickly in favorable conditions.
