It brings some questions tho...
How many of them dragons are spies ? And why ? Against who ? Drakenheim Empire ? Wolven Empire ? Both ? They wanna know where the sigil is and get it back but what will they do when they find out it's gone, fused with Gharn (blue dragon pirate captain) and went into the freaking future ??? They probably won't know the last part anyway...

Wow, Cragenwall has some deep tentacles of influence, I'm sure. They probably have spies in all kingdoms, and recruit all species. Cragenwall seems to understand the art of infiltration much better than most other kingdoms do in this time period. Considering that they're an aerial based society, it makes sense that they've got some unique perspectives on different situations. It's nice to see that Vlagg is pushing Gervic a little to let his guard down. Gervic's been full speed ahead on this work to avoid having to deal with several of the problems around him. We seem to be getting closer to the completion of this chapter, so let's look forwards to the next one!
Yeah Cragenwall managed to stay independent because they pull the strings behind the curtain. The fact that one of Vlagg's elite soldier (those that wore the red armor like himself) is a spy will spell trouble for the dragons soon.
Also, Cragenwall is not an aerial based society since their kingdom is on a small island. Although they utilizes airships, their kingdom consists of many species, notably avians and cougars (seems like a lot of readers mistaken Zudrec as a bear for some reason).

I understand that Cragenwall is an island kingdom, but an aerial based society, in my definition of it at least, is one that is capable of shipping goods for trade through air travel. Technically, Cragenwall is the most accessible of all kingdoms, but the most isolated as well. Air travel is a game changer for trade routes and shipping, because there's a lack of air trade piracy. Ground routes always have to worry about bandits or pirates depending on the territory. Given this leverage, it's not that hard to imagine that they were capable of infiltrating a lot of kingdoms through the offers of rarer goods for bribes or maybe even a higher financial backing due to increase security on shipped goods. Even a small number of flying ships would give them tremendous trade leverage, but if they have a fleet of at least 20 or more, they could dominate air travel and trade for years to come. Basically, the way that it breaks down so far: air = Cragenwall, water = dragon pirates, land = wolves. Each side has their own unique field of battle.
Because they are a small kingdom, not very numerous, so it is logical that they will not go openly to war. Despite of they are more technologicaly advanced than others and clearly they have air supperiority they will be defeated very quickly. So if they want to participate in war, they schould be operating in shadows.
And the next stage of thier bonding (and in a way you could see this as the bonding of both nations).
Hopefully Gervic gets intoxicated enough to give Vlagg the last piece of the puzzle that he is so sorely missing to understand what really went on in the castle. After all Vlagg does not know about the time bending device in Bob's Achemy Study and by estimate it should be repowered now even without the Sigil. And nothing good can come from that device if not used by either Gervic or Vlagg.

I think the reason people are confusing your anthro cougars for anthro bears (including me) is that you draw the cougars' rhinarium so round. The rhinarium is the wet scent-gathering spot for many mammals, and on anthro bears it's quite round. Maybe try sharpening the cougar rhinarium more like the Vicks logo shape?
