Charlie is a social interaction personality, copying the looks and sometimes the personality of those she's introducing herself to in order to better learn about them and her environment. Basically, she's the robotic equivalent of the memetic, lolcat-style phrase "halo new fren!"
Episteme is just a tad annoyed at her enthusiasm. Not to mention frustrated at how she managed to get inside his apartment.
