As for rio itself, despite his profession, he is actually a anti-con artist that is actually to trick those who trick those gullible enough to fall into tricks, and he is there to trick them back and get the money they received... to return it back to the victims... most of it ;) he also needs part of that money. But most of the time he means well and knows how to disappear when things get difficult :)
