Figured since I'm doing mountains, I'd go ahead and do a tutorial this time.
This is a basic, easily do-able way to get started with doing mountains. Its like...2 colors, so its the best place to start. It works best if you do it big and then shrink it down!

Just curious - are you working from a 3D render? It's neat to see how you build the mountains forward like that - but what about the set you're working from already? I am guessing you pretty much work from a limited color palette to create the hazy effect and use specific brushes to get the snowy effect?
Al Dawson used to have a website exhibiting his artwork, what he called 'digitoils', created using Paint Shop Pro. He put up two tutorials, the first of which is still available on the Net at http://www.seminaire-sherbrooke.qc.ca/pays/paintshoppro/peinture/howdo_a.html; the tutorial is a step-by step walkthrough showing how to recreate one of his pieces, which includes a mountain in the background; the technique is an interesting contrast to what you illustrate.
