More like a conspiracy by the aquatics, actually.
Dragons would try to sway the birbs onto their side by using the "laying eggs vs. giving live birth" argument, as well as dragons having wings. Some dragons would side with the birbs and declare neutrality due to wings, though.
Even then, bats would also try to sway the birbs since bats have wings, too.
Birbs would eventually get pulled into the conflict making it a Fur vs. Scale vs. Feathers issue, which the aquatics would want to take advantage of, thus it's much more likely to be a conspiracy started by the aquatics.
The real question, though, is what would the aquatic mammals do, since this conflict is on land?
