Beloved of the Moon: This is a suite of powers and protections granted to him by Luna, the will of Earth's moon, out of a love it has for him. They are as follows...
-Moonlight Manipulation: Moonbeam can freely manipulate the light of the moon in any way he sees fit. This includes fully functional constructs, the ability to fly, walk on vertical surfaces and ceilings, and so forth. What he can do is limited by his imagination, and the presence of moonlight itself. He primarily uses this ability to alter his visage, changing the color of his fur when donning his superheroic identity.
-Hydrokinesis: Due to Luna's power over the tides, Moonbeam is granted full manipulation of water in all it's forms, able to do with it whatever he imagines, so long as there is water present in some form and he can imagine it. This power waxes and wanes with the moon, strongest at full and weakest at new.
-Teleportation: This power is only available on nights of the New Moon. On those nights, when his access to moonlight is nonexistent, he can teleport freely within the areas of the world under the new moon. This power is gone the moment the first waxing phase of the moon shines in the night sky.
-Umbrakinesis: Thus power is only available on nights of the New Moon. During those nights, Moonbeam can wield the shadows and darkness and mold them however he can imagine. This power is gone the moment the first waxing phase of the moon shines in the night sky. He can use this power to alter his visage as he does with his moonlight manipulation, and hide his true fur colors.
-Child of Gaea: As Luna has adopted Moonbeam, the will of the planet, Gaea, has granted him the right to safely walk in the realms of the Fair Folk and interact with them without fear for his well being. His status in the magical realms is equal to that of the Elder Spirits, and only the Wildfae and fully malevolent denizens would seek him harm.
Supernatural Luck: The sole ability Mark has for himself, not granted by anything else. He always seems to be in the right place at the right time, and such is the strength of his fortune that he has never needed to fear bullets, as they always seem to miss him regardless of the shooter's skills. There are limits to how far his fortune can go, such as when he deliberately pushes it by not making any effort in his tasks and attempting to push causality too far. He can also endanger others potentially, as they don't share his luck.
Profile: Mark Smith was one second away from being born being an utterly average person. One second earlier, one second sooner, and he wouldn't have been born at the exact moment when the largest, brightest moon hit the highest point in the sky out of the entire year. But he was, and for that Luna looked down, and came to love him as if he were it's child. And so he was mystically adopted, and growing up Mark always had an affinity for the night and all things the moon was associated with, and his parents enjoyed immense fortune and success in life.
He became aware of his status on the night of his eighteenth birthday, when his supernatural adopted family came to visit him. There Luna imparted his active powers onto him, and after properly inducting him into the mystical side of the world, bade him do as he wished with his life. Mark decided he would travel to Sable City, and took up an apprenticeship at the famous old teahouse that was one of the city's oldest buildings. There he discovered his passion in life, making genuine mochi.
His dream is to become a master of the art and spread the popularity of the treat all over the United States, and he has even put forth his talents and privileges to begin experimenting with making unique kinds of teas, dumplings, and mochis to make a name for himself and at the same time learn more of his adopted homerealm. Becoming the superhero Moonbeam was something he decided to do when he was able to put forth his powers to save several lives during one of Doctor Recluse's infamous rampages, as well as protect the Ash District from the horrors that stalk it's night-shrouded streets.
Notably, he isn't a member of the Sable City Sentries, but is recognized as one of the Ash Knights who defend the Ash District, at least when he isn't learning how to be a true superhero from Spider Lilly.
Weaknesses: Moonbeam can easily become reckless as only someone with immense luck and the overconfidence of a greenhorn can. This has led him to be incapacitated and captured more than a few times, with only his luck saving him from deadly fates. Notably, he's deliberately put himself in danger at times when the moon was full, when a certain Orca pirate is around, to satisfy his own desires, and other occasions.
Moonbeam is also utterly powerless from dawn to dusk, only possessing his luck and his protections as a Child of Gaea. He is a mortal, and while his fortune has protected him from bullets, explosives, and such dangers, he can be killed as easily as anyone else should his luck run out.
Said luck can also attract it's own dangers, especially those who would use it to their own ends, as well as his status in the supernatural world.

I would even say it makes sense because the character is based on the Japanese legend of the rabbits.
The powers in the first instance are powerful and have good justifications in the stages.
