Basically it's just Sefra deciding that he's done everything he can from the "control center" and is heading out into the field to approach the game's problems most directly.
The other person he's talking to is from Mage's last entry, which I included just to maintain the canon really. Boraknos, the man speaking through the mummy-guy up there, basically told Sefra that all the other problems weren't actually significant and would be resolved if he just ignored them and focused on his problem. But since Boraknos isn't giving the full details of his "problem" and isn't a very trustworthy source to begin with, Sefra is assuming Boraknos may be lying and is going to go tackle the game's other problems anyways, leaving the mysterious man to deal with his own problems(since he's perfectly capable of such).

Actually, is the fact that he is the least corny of them all in why he has the mask. He wears it as a mark of personal shame. He's also a top notch fighter with legitimate skills. Zecks was able to slap around Wing 01 with a standard Leo while free falling. Let's see Char do that in a similar speced suit. Kyoji comes a close second most cuz his is a ninja mast with a weapon functional accesory, plus Shadow Gundam is badass.

I have the actual model and was looking at it directly from the angle I wanted/needed to draw it at... soooo.... I dunnos, maybe some combination of that and lack of the rest of the foot threw the look off.
