For some clarity:

If the dialogue makes no sense, Kaz's situation will be more clear soon. Basically, Kaz came from the mountains. He left them for a better life. He chose the Plaines Clan for his own reasons.. you'll find that out soon as well.

In order to be a part of the clan, you must be accepted by the Village Den Council (highest ranking officers and elders) and then wait the given time frame as a sort of testing. Since Kaz is only half rabbit (he is Wild Jackelope) the time given to him was an excruciating 8 seasons! (2 years!!) He even broke off his horns to fit in.

His last season of waiting is the summer. Until then he is not allowed inside the Village.
