At that stage of the sizealtering portal gun's development, it was limited to specially prepared flat surfaces. Rooth was but a test subject then, and while he's not a great inventor, he's a great helper, very good at making existing things better. He had ideas. They thought he was crazy. But he knew. And one day, he unlocked the portal from its surface confines. Space was never safe again. ;)
