He was there at Cafe Carrot when Kalita tried to hold up the place and she got into that one-sided brawl with Muko. The one guy who kept sat still down with his drink even during the fight. (He was no doubt the one who took Muko's photo after Kalita beat her up and distributed that picture to the Spotter article Nyarai showed to Cookie.) He was also briefly seen when he spotted Kalita, Muko, and Cookie outside the casino.

Dings is no doubt the same dude who managed to take a picture of Muko for the Spotter after Kalita beat her up at the Cafe Carrot, as he was also present inside the cafe during the first Muko vs. Kalita fight. (The photo used in the online Spotter article about the cafe brawl, which Nyarai showed to Cookie while talking about Muko.)

We finally found out his name after more than thirty chapters, lol. I am relieved to know the memory homeless didn't betray Kalita and spoke up to her defense.
