No amount of time spent in SHUSH prisons is as embarrassing as what Quackerjack is making Steelbeak do right now.
F.O.W.L. High Command has recruited Quackerjack to help pull off a heist on SHUSH headquarters and asked their top agent Steelbeak to partner up with him. Quackerjack agreed to work with Steelbeak on one condition. Quackerjack, being crazy and childish, watched "Rock-a-Doodle" again for the umpteenth time the previous night, and when he heard that Steelbeak was working with him, he just had to get a photo of him dressed up as Chanticleer.
Steelbeak hates that this moment of him dressed up in this goofy-looking farmboy costume is now captured on film, and now Quackerjack is asking him to sing. Steelbeak can't carry a tune to save his life, so he is flat-out refusing, not wanting to humiliate himself even more.
