elena does in fact have a dragon form. It's huge and kinda not the most useful thing in the world. She does have lots of wings, but she rarely flaps them at all apart from lift off. She 'swims' in the air using her much larger tail mimicking eastern dragons and uses her wings to catch updrafts, saving energy.
