Another one for our d20 Modern campaign "Tales from Mutant Town" but this one actually has origins in another TMNT book, the Palladium Games "Teenage Mutant Ninja Turtles and Other Strangeness". This is the villain Caesar -- an escaped military mutant who is stealing meat in the setting to feed himself and his minions. In the book, he also uses a stolen laser weapon.

Well, in this updated version by we made him more modern, giving focus to the crazy laser weapon while making him less squat like the original Eastman and Laird art. He's also way more violent in this iteration -- not merely content with stealing meat, he's also been hunting prey mutants for food.
