Would never pull a cat's tail in real life, these two are just kittens who are rough housing and maybe doing more than they should... From personal experience watching my own cats, I can verify they are not considerate, and kittens will absolutely tug on another cat's tail. Or cling to it. Or bite it... Or really, just be a menace in general. Kittens have no shame. My poor older cats just giving me a deadpan look like 'Why did you bring this little one inside?' when it happens.
