She can't necessarily walk, but I don't think that means it's impossible for her either!
Honestly, the question of if she's there at all in the first place is still in order- she's a lady to Yin and Yang, but truly she's just a fish! So if she can walk, it may only appear to them that she can- as they understand walking. But she is a fish! So perhaps she's not walking at all?
In short, it's open to interpretation. XD;
