"The Average IQ of the General Public is that of a child of Twelve."
When this statement first began making the Rounds, the IQ was generally regarded as something one was born with. It was considered an Innate, not an acquired, characteristic, and could not be raised by training or education. The IQ of a Child of Twelve was exactly what it had been at birth, and would continue to be throughout life. Thus the statement, intended to be pejorative (Def: Derogatory), was quite meaningless.
