Shlemiel & Schlemazel Jewish terms. The best way to describe them is as an alalogy. The Schlemiel is the fool who knocks over a bucket of paint out of his own incompetance. The Schlemazel is the smarter fool whom the bucket of paint lands upon, the misfortunate one who suffers from the fool.

The gal in the panel there is MediNeko, an old character I made based on the MegaMan series. She normally dresses nothing like that.
