Since I was asked, Ando Rei ends up bringing Julie back to Japan with her, and they see Raph a few times a year. They both decided that Japan was the best place for a little girl to grow up, since she can be around other people like herself, get an education, and it's just a little safer. Raph wouldn't want Julie to get hurt when they're attacked by the Foot.

Also, Ando Rei doesn't want her daughter growing up in a sewer XD
