Wily Kit and Wily Kat (2010 versions) have been caught doing their theiving shenanigans one too many times and frankly, the city folk are quite sick of it. Being that they haven't done anything harmful, they figured it best to give them a humiliating punishment instead for many hours as the crowd heckles them. Snarf is helping too!
