This young boy is named Billy. He is the 11th kid of the 15 kids at the Ricota City Day Care to be transformed into a Pokemorph.

Billy is a happy-go-lucky young boy who gets easily amazed by all of the things around him, and seems to almost change interests on a weekly basis. He never sticks to one interest for long.

Though becoming a Spheal morph made it a bit difficult for him to simply run about, and has led to him discovering that it’s a lot easier to just roll around, which he actually finds to be quite fun. Once he discovered he had some power over ice and water, it was like a whole new world opened up to him.
