its not really tar tar, but tartare. I don't know exactly why its called tartare but is served raw in small portions. Another tartare,that I can't stand, is beef. its raw ground beef with raw egg in it, kind of like taking 1 pill of cyonide and 10 pills of nothing, closing your eyes and choosing 1.
