From my experience, the sand has to be fine-grained and slightly wet by salt(y) water to begin with; heap up layer after layer of about 5 inches, and harden it by hitting it hard with a heavy shovel. Professionals do the heaping with forms of wood or plastic to get a block rather than a cone of sand.
