I was about to ask the same question, but judging from the fact that some of them are still on the slope and these on the beach are rather randomly positioned, I'd say the cementary was originally on the top of the cliff, which collapsed over the time with the graves.

Yeah, I figured that might be the case, especially after the recent photo of the train in the sea too. Amazing to see, but also a little sad.
