It's a 1970 Monte Carlo Hardtop. Black on Black was quite popular back then, so as far as rarity goes, it is not that rare... that is if ALL the numbers match.
I had a 1971 MC that was one of only 455 built in that it was a burnt orange metallic, with saddle tan velour interior, dark brown vinyl top, and a full SS gauge cluster that was special ordered by my father back in the last half of 1970 as the orders opened up for the 71's.
The body style here was only produced in 1970(Introduction year), 71, and 72 before being altered and becoming more square in it's design.
The fun part of this car is that the first three years, they had the longest production hood of any US made car, beating out the Lincoln by three inches!
