I did a fast research, and I think it's what we call 'olio di colza' here.
Actually I've never heard anyone using it as food - and I know I wouldn't.
Most part of consumers are people who put it in their diesel - mostly immigrates as I've seen shopping in cheap market around my block.

Rapeseed oil has traditionally been used as fuel for oil lamps for a thousand years or more, but its only in the past 50 that in the US Canola/rapeseed oil has been used for cooking. Its a very particular variety that's free of Euric acid and a few other nasties that is used for cooking. I'm sure the fuel/lubricant varieties of rapeseed are quite icky.
I know that here in Italy, the cooking variety was released just few years ago here, and was forbidden before. We have strong quality controls on food, even if, sadly, lately the restrictions are getting looser, since we entered the EU - not that the EU is a bad thing itself, I just complain globality when it comes to food. They should Italianize global food, not globalize Italian food :P
