In the case of the western dogs, who encountered the humans firsthand, wonder and bewilderment at first, then mutual contempt due to moral differences, . In time though, the city dwellers, significant portion of literatis, bureaucrats, and aristocrats of the central government would eventually come to accept the new ideas introduced by the humans. This, however, was not the case with the rural populations, clergies, and regional aristocrats, and increasing differences between the two, along with haphazard attempts at industrialization, lead an internal strife to break out among the western dogs in the end.
The eastern dogs, on the other hand, was at first ambivalent towards the humans. This however eventually developed into wariness and suspicion after the western dogs made several (unsuccessful) attempts at invading the east utilizing the human technology.

So in this scenario, where do the humans come from?
Are they space fearers that have colonized the dogs' homeworld? They humans seem to have fairly modern technology and i think in this very drawing you say that neither the dogs or the humans are natives to this world... just that the dogs are better aclamitized to it. So how did the dogs get here? They do not seem to be space farers by the general level of technology you depict them with.
And i am curious, in this univers, do actual dogs still exist where humans come from ( as oposed to the anthropomorphic dogs here )?

As for the actual dogs, Canis lupus familiaris, they do exist in the universe, but did not (along with other canids) on Yukali until the humans introduced them. The 'dogs' (to whom I once gave the mock scientific name Cynanthropus sophos, which was later found to be unusable because the generic name would be a later homonym) dislike the actual dogs due to uncanny valley effect. Most 'dog' civilizations use human language as their written language, but the words for dog (e.g. 犬, كلب) are used to denote other animals that do exist on Yukali, e.g. hyenas. Same goes for the words for other canids.

1) So the seed ships were dispatched because of a crisis on Earth, and the human transport ship arrived much later after the planet was terraformed and colonized by the "dogs". So, what is the status of Earth? I gather that the humansi n this setting have left Earth before the seedships and arrived late becaose of old tech.
2) You later reffer to an "interplanetary polity of sapients of terran origin". So are these like, a sort of federation of OTHER terraformed/colonized planets from other seedships sent from Earth? ( you say terran origine ). I gather that the survivers of the original planet that was terraformed asked this coalition to evict the dogs and humans? I am just wondering why they would evict fellow terrans in favore of this destitued alien species.

1) By the time human colonists arrived at Yukali, Earth (and Mars), having been rendered uninhabitable due to the crisis, was under reclamation project launched by the Commonwealth. Earth eventually becomes the legislative capital of the Commonwealth, though another planet that was the temporary capital (I haven't exactly set my mind up on where, but maybe in Alpha Centauri) would continue to serve as the administrative capital.
2) Yes, the Commonwealth is a federation of other extraterrestrial human (and other non-human sapient entities of terran origin such as uplifted animals and fully autonomous A.I.s) colonies that established communication with each other. However, not all human colonies are part of the Commonwealth, as some chose independence and a few were already part of an alien polity, due to either diplomacy or military conquest, by the time the Commonwealth discovered them. Also, there exists unknown number of human colonies that does not possess FTL communication and transportation technology, such as the case of Yukali, that remains undetected by the Commonwealth.
The Commonwealth evicted the people of Yukali because the Commonwealth had forced an alien federation to relinquish a planet of theirs to a protectorate of the Commonwealth under the logic that the evolutionary origin of a species should always be under the possession of a polity lead by said species. By the same logic, Yukali had to be returned to the displaced natives of the planet, if not to cause a galactic scandal that would undermine other political pursuits of the Commonwealth.
