I HC Piper and Parker are not the children of og Peter and Penelope but the reboot ones, and that they are the cousins of Dick the 4th whom Dick the 3rd had with Pandora. Lil him and Muttley 4 are 9 years older than Piper and Parker (Peter and Penelope had a hard time conceiving), so now they meet the twins. He doesn't see what is so special about them nor why a "party" that isn't even one was thrown for them. Give him time to get attached the evil way. Also the crib is all pink and girly because Piper had hidden Parker during the ultrasound so they thought they would just have her. Everything was pink until he was a toddler and this had Parker become hateful towards that color and play it macho and cool since then, their whole sibling rivalry started from that ultrasound
