Wow, I don't think I've seen one of those before. What exactly makes it private? I don't see any locked gates or armed guards or anything. Heh

I'm guessing it's a non-public roadway or driveway. In this case the road, if it could be called that led to the local SanFran watershed district.

I thought they recessed the tracks for crossings.

The crossing is to the left of the shot and was two old ties to create flangeways, then the rest of the crossing is simply compacted earth which is rather weed overgrown.
