Skin tight clothing:
Technique1: duplicate the mesh. delete everything that isn't part of the cloth. (eg, to make Lola's stockings, I deleted everything on the duplicate except the feet and legs). Then add the SOLIDIFY modifier set the thickness to about negative .005, check "even thickness" uncheck the rim/fill box. Apply the solidify modifier. this generates two meshes. delete the "inside" mesh.
Technique 2: create a separate mesh in the shape of the garment around the body - for example you can create the mesh of a shirt a couple of sizes too big for the character. When you're satisfied with the shape add the SHRINKWRAP modifier to the garment and have the character set as the target. The cloth will now shrink and stick to the character. adjust the offset a bit so the cloth doesn't occupy the same space as the target mesh surface. Great thing about this is you can continue to modify the garment with the shrinkwrap in place and the garment will continue to conform to the shape of the target mesh.
Loose Fitting Clothes:
This is a bit trickier and I'm still learning about it. There are plenty of youtube tutorials that give you the basics on cloth simulations and collision objects.
More recently I bought a blender add-on called "simply cloth" which allows you to create clothes based on sewing patterns. It costs like $33US but I think it's worth it. It also has presets for different materials and it can create some some really nice folds and creases . It's very similar to MARVELOUS DISIGNER but is waaaaay cheaper. It does take some trial and error to get the cloth to simulate correctly.
For tight fitting clothes I usually find it a bit easier to use the other techniques I mentioned first
