I just got one out of 7 cases back to me that they went in the person with the hackers favor IM beyond pissed right now and I looked for their name on telegram again and I think they are blocking everyone.. I’m SUPER PISSED right now :/ he got all of the money back and I want to cry this is only ONE of the many cases

Oh god I'm so sorry that happened to you, maybe in case this happens again in the possible future, maybe you could create a google form for people who want to commission you have to sign it, so that regardless of who is commissioning you and for what you can have the documented proof that they understand your TOS and expect to be paid for this commissioning by you, and it can double as solid evidence for PayPal if a dispute clam is launched in your favour.
I came across this while browsing FA. If I can offer an advice about Paypal, it is better to send invoices to customers rather than request money. When doing so, there is an option to mark that item will not be shipped. This is used for digital goods, so no "valid proof of shipment" would be needed.
