It's a modified version of merekat's character design system. It's pretty effective, but time consuming. I seem to be able to get to stage 5 (there are eight stages) in about three hours.
The last three stages (surface texture, character pinup, isometric views) would probably take another two hours at least.
On a weekday, five hours is hard to find.

Stage 3 is choosing tones, which almost means typically choosing specifics about wardrobe and composition. Stage 4 is a cleanup/detail pass on the tones, which is where I add faces (assuming the character/thing has a face), and also where I'd add small details on a less cartoony character (bolts, rivets, jewelry, shoelaces etc.).
