An anthropomorphic version of two Dick Tracy villains based on the way they appeared in the UPA animated series from 1961. I always thought it was strange that there was a single funny animal character (Hemlock Holmes, the bulldog) in that series, so to even things out, I've turned Stooge Viller into a vulpine, and Mumbles into a mustelid.
Even though they may outwit the silly police dog, this crafty duo will never escape the long claws of the law, for Hawk Tracy has been notified, and is waiting to apprehend the pair a little further down the street...

"Right Chief...I'll get right on it!"- says Dick Tracy before he remains at his desk and sends out one of his subordinates (Hemlock Holmes and the Retouchables, Joe Jitsu, Go Go Gomez) to chase the bad guys down.
The usual UPA villain tag teams:
Stooge Viller and Mumbles
Pruneface and Itchy
Flattop and BB Eyes
Sketch Paree and The Mole
The Brow and Oodles
The later "Dick Tracy" segments for "Archie's TV Funnies" a decade later and Tracy and Sam Catchum; usually with unwanted help from Tess Trueheart, Moonmaid, or Junior; pairing up against a solo villain and playing things straight without a laugh track until the final gag punchline.

Great work! I loved that cartoon, even when they did the crossover with Mister Magoo. It does feel kinda odd to see this though, as once for fun I wrote up (only as a draft/outline) a "Dick Tracy meets Furry Fandom" treatment for some friends. And the villain was a murderer and thief named Weasel Wilks.

There was a 1950s-era Dick Tracy villainess named Mousey who was a thief and an animal lover who used small animals to steal expensive gems.
She later reformed to open a pet shop.
Dick Tracy: "You called me a rat when I arrested you."
Mousey: "Maybe that was a compliment. I like rats, you know."

From Wikipedia:
Mousey appeared in 1949 as a shoplifter who used mice to distract and frighten shoppers in stores so she can steal merchandise.
A 1980s-era Dick Tracy strip featured an update with Tracy visiting Mousey after she served her prison time and opened her pet store. Mousey's attitude towards Tracy softened up and says tne merchandise at her store makes it noisy for shoplifters to get away with it.

The same Wikipedia listing had another Dick Tracy villain in the 1960s with the name of "Posie Ermine"
and his daughter "Mindy Ermine" (not furry). Posie Ermine was a racketeer wore a fedora hat with a posie flower who dealt in stolen perfume and guns. He murdered a cereal company executive because his daughter didn't win a contest with a grand prize of a trip to the moon. He was captured after he accidentally fell in his own quicksand trap planned for Tracy.
Daughter Mindy was arrested for attempting to stab policewoman Lizz.

My local newspaper carried the "Dick Tracy" strip in the 1960s and 1970s during the "Moon Period" when Chester Gould introduced Moonmaid (Junior's future wife)and the Moon People and Dick Tracy taking frequent trips into space. Other obscure 70s villains appearing that I remember include "Pucker Puss" (lemon-shaped face), "Lispy" (leader of an all-female crime gang), and "The Brain" (not a mouse bent on taking over the world).
I had to buy the reprint books and look online for new "Dick Tracy" strips since then.
