No, it's not fanwank. There was definite things hinting at it - especially in season 2 (Orange Islands) and Movie 2 (Pokemon 2000) which were basically pure unadulterated Ash/Misty.
Besides establishing Ash as the Chosen One, thus explaining why he always runs into Legendary Pokemon, that was the entire point of the season and movie.
