Nero and his dragon form kinda have the same relationship as the Hulk and Bruce Banner in the early years. Eventually the human would gain the same control like Bruce Banner did in Endgame. Another thing I can to think of is that the dragon had been in his mind well before his hijinks with Nauvra and Xenlos had granted him this form. Could imagine the dragon had hounded him in his nightmares as a child. Then when he watched Dragon Heart he had approached the dragon as if it were a big friendly dragon in the movie to over come said nightmares. Though later on the dragon didn't like how his human liked to be swallowed by other dragons. The dragon only comes out when people try to harm him or cause the human fears. The dragon can be powerful when let out.
