They very much can, but it all generally ties in to whatever you feel more comfortable with, as it'll be what they're comfortable with too! Beyond that, there's nothing really stopping them from being smaller anyway. Personally, I've always loved the idea of a dog sized reguar that I can carry around on my back hahaha
