The artifact takes one eye away from any creature it wants to make its observer. Therefore, in this temple, people and animals with similar injuries are revered, believing that they serve for the good of the temple and their people.
Enemies are trying to get rid of such people and animals. After all, they can be spies. The abbess is the only one who can "look" with the eyes that is in the staff.
