He's a yinglet that has either the amazing ability to understand fire, or is just a yinglet that knows many things that he probably shouldn't...somehow. Either way, he's considered an Oracle among most yinglet tribes, and no, he doesn't burn things down without a very good reason. He wanders the area spreading what knowledge he can, gleaned from both the candle on his little staff and the flames of campfires and fireplaces.
