I think it was a reference / homage to inspector Zenigata from Lupin III. Also the artist Tezuka of course was the creator of Astro Boy, which is a direct reference to the name of the episode

Oooh so lovely to see, reminds me of ye old interrogation or keep the captive busy scenes XD Gotta love those tables that can pop out those tickle hands, lovely work.
Just wondering tough is it me perhaps, but the image seems a bit compressed in the height.
Or is it the angle??

Damn they make new toons with the old stuff a lot hu. Loved the old series , haven't seen the new ones ,just a few snippets here and there but looks silly and wacky.
