Nukes would be more of a last resort. They would kill them, but also completely destroy all of the infrastructure. The US Military would likely deploy previously classified weapons, experimental weapons like rail guns and directed energy cannons, and then genetic, chemical, and biological weapons, with nukes only then being considered.
